Function
Reporting to the Project Controls Manager with direction from the Major Projects Senior Planner, this position shall be responsible for the development and management of schedules at all levels for various Major Projects. This includes the review and evaluation of schedules prepared by others, and utilizing that information to update internal schedules. This position will have extensive interface with various stakeholders, including senior leadership, project management, other departments, consultants and contractors.
The duties and job functions of the Planner shall include, but are not limited to, the following:
- Develop, maintain and report owner level Control Schedules for Major Projects. Included in this is the preparation of supporting basis documentation. Such schedules would typically include aspects such as internal effort, design effort, environmental, regulatory and stakeholder effort, procurement and fabrication, construction, commissioning and turnover to operations.
- Support various decision-making points such as Decision Gates, Regulatory applications and reviews, Project Sanction points, and change management decisions.
- Support various project management and execution activities including risk evaluation and review, change management, options analysis, constructability reviews, decision analysis as well as aiding in the active management of project execution.
- Prepare screening level plans to support the evaluation of various business planning activities.
- Be available and participate in any required regulatory reviews, technical sessions or hearings for Major Project applications to regulators.
- Review and approve schedules, plans and associated documents prepared by contractors and consultants.
- Analysis of initial and ongoing (periodic) schedule submissions, and preparation and communication of findings; including variance reports to baseline and previous periodic submissions.
- Work with Owner’s engineering, estimating, planning and construction resources to review and validate construction key parameters recommended by consultants, including construction productivity rates, equipment and material lead times, construction and execution sequences and methodologies, etc.
- Develop and implement a routine to undertake selective activity duration verification.
- Review, evaluate and, as part of a team, approve schedules/plans, as well as related documents, prepared by consultants and contractors, including summary documents.
- Evaluate and enforce, as necessary, planning and scheduling specifications as contained in contractual documents.
- Evaluate change proposals against plans and schedules, and implement approved changes into existing schedules.
- Support contract management efforts, within the management of contract scopes.
- Participate in the development and prescription of production rates and other key schedule estimate inputs required in the preparation of all project plans.
- Support other Project Controls and Project Management activities, such as estimating, change management, risk management and cost management.
- Mentoring and developing of other project personnel in an effort to develop planning knowledge within the company, as required.
- Proactive support of a safety culture where “Nobody Gets Hurt.”
- Other project planning duties as required.
Requirements
- A minimum of 10 years’ experience working in a planning and scheduling role.
- Knowledge of planning and scheduling techniques, practices, and philosophies.
- Knowledge of planning software (Primavera a requirement, other software considered an asset).
- Strong knowledge of the planning of capital projects.
- Strong interface management skills with experience in coordinating and planning multiple work plans under tight deadlines or outage constraints.
- Has kept up to date on latest construction techniques and industry trends concerning labour, equipment and material lead times.
- Knowledge of construction planning and scheduling, including productivity calculations.
- A collaborative, team-player, approach to work execution.
Skills and experience that would be considered an asset:
- Experience (field experience preferred) on hydropower and large infrastructure projects, including large earth and concrete works.
- Experience with Earned Value Management Techniques.
- Experience with the development and implementation of Rules of Credit.
- Knowledge of forensic schedule analysis tools and techniques.
- Experience with the Omega365 project management platform.
- Knowledge with various reporting tools and techniques, including various Metrics and Key Performance Indicators related to Project Controls, specifically Planning and Scheduling
