Function
Our client is responsible for the delivery of projects for regulated Hydro and non-regulated Exploits/Star Lake generation. The projects are divided into five (5) programs: Generation, Terminals, Rural Generation, Transmission and Distribution, and Exploits/Star Lake. This position will be responsible for supervising the Execution Planning Department for the five (5) programs. The incumbent will be expected to provide coaching and guiding to
planners, employees, consultants and other contractors and will exercise a significant
level of direction.
Working as part of the Project Execution Department, and reporting to the Senior Manager
– Project Execution, this position shall be responsible for the development and implementation
of project plans and schedules required for the various projects included in the above noted
programs. This position will have extensive interface with clients employees, Project Managers,
Senior Managers, and consultants, and will provide strategic guidance and direction in order to
ensure that project plans produced by the department meet client requirements.
The duties and job functions of the Planning Supervisor shall include, but are not limited to, the
following:
- Oversee the development and implementation of capital project schedules during the
planning, engineering, construction, and closeout phases for approved projects; - Oversee the development of capital project milestones for Hydro’s Integrated Annual
Work Plan (IAWP) report, tracking progress on milestones, and providing updates to
Hydro’s Project Execution Group and Senior Managers on a regular basis; - In general, update the following project reports on a regular basis: Capital IAWP
Milestone and Variance report, Construction Management Representative (CMR)
report, Construction four (4) Week Look Ahead report, Engineering Resource report,
ITOT report, Project Manager Deliverable report, and Procurement report; - Oversee the identification of generation outage requirements for capital projects
(through the outage planner) and interface with Hydro’s Resource and Production
Planning (RPP) department and regional operations planning groups during the
development of the annual generation outage schedule (GOS); - Ensure attendance at regular meetings with the Newfoundland System Operator (NLSO)
and RPP, assist with maintaining any revisions to the GOS, and coordinate revisions with
the various asset owners for both regulated and non-regulated operations and capital
project teams; - Ensure the development of long term outage plans (2 to 5 years out) for planned capital
work, including impacts to generation outage planning due to upcoming major
generation capital projects; - Interface with Hydro’s capital planning department, oversee a review engineering labor
requirements in capital budget estimates, and collaborate with project managers and
stakeholders to ensure development of project schedules for upcoming planned capital
work including tasks, milestones, and deliverables; - Implement an engineering labor analysis and a resource leveling exercise for future
projects to be included in Hydro’s capital budget application (CBA) and identify resource
constraints prior to filing the CBA; - Develop and implement a routine to undertake selective activity duration verification
and contingencies for future project plans; - Mentoring and developing of internal employees to Hydro and external contractor
employees in an effort to implement best planning practices within the company; - Work with Hydro’s engineering, planning and construction resources to review and
validate construction sequence, methodology, material lead times, and task durations
proposed for future projects; - Work with project teams to develop a recommendation for planning contingencies;
- Proactive support of a safety culture where “Nobody Gets Hurt”; and
- Other project planning duties as required
Requirements
- Business/Commerce, Engineering Degree, Technologist, or equivalent experience in
planning and scheduling; - Expert knowledge of capital planning techniques required to support project execution;
- Previous experience working as a Planning Supervisor;
- Experience working in the utilities industry as Planning Supervisor in a capital project
environment is considered an asset; - Has kept up to date on latest construction techniques and industry trends concerning
labor, equipment and material lead times; - Knowledge of construction planning and scheduling;
- A strong working knowledge of Primavera; and
- Proficient with MS Office Suite products
